After much messing about with trying to remove the drivers and re-install etc. Apparently, with the Windows update to v1803 these settings were modified.I got this update pretty late and when my Logitech C310 webcam stopped working I was sure the update had messed with the drivers somehow. I am able to Skype again and the problem is solved. Now Windows allows to approach the Webcam.
In settings, go to Privacy, Camera and check: Allow which apps can access your camera.
Thanks for reactions, but it turned out not to be a driver issue, but a settings issue.
